Bio

Dr. Shelley Shwu-ching Young is full professor at National Tsing Hua University (NTHU), Taiwan. She received her Ph. D. degree in 1996, in instructional design and technology from the Ohio State University at Columbus, Ohio, U.S. A. After returning from the States, in addition to fulfilling the requirements of her primary post at the Center for General Education, because of her expertise in cutting-edge multimedia and information technologies in education, she has been also invited to assist in the establishment of the Center of Teacher Education (since 1996), the Program of Information and Mass Media Communications (since 1997) and the Institute of Information Systems and Applications (since 2000). Currently she holds joint appointments at the Center for General Education and the Graduate Institute of Information Systems and Applications. Moreover, she was the founding division director of learning technologies of the Computer and Communication Center (CCC) of NTHU, being responsible for the setting up of a new Multimedia and Learning Technology lab and a digital TV studio.

Since the 1990s she has been engaged in research and teaching in the areas of instructional technology and web-supported/web-based distance learning (e-learning) with a special interest in the use of the Internet in higher education and life-long learning and the integration of information technology in teacher education. She has led numerous research projects, implemented the ALICE system (Asynchronous Learning in Interactive Computer-network-supported Environments) and has been involved in the well-known Tsing Hua Web-based Science Museum and Tsing Hua Virtual Knowledge Park since 1997. In addition, since 2000 she has participated in a significant national project entitled “Four-year Program for Promoting Academic Excellence of Universities” with various Universities, such as National Tsing Hua University--Advanced Technologies and Applications for Next Generation Information Communication Networks—A Web-based Educational Park; and National Central University—EduCities (A Web-mediated School for People of All Ages). Since 2001 she has been involved in the e-learning national project primarily funded by the Ministry of Education (MOE) and the National Science Council (NSC). She has published more than 50 journal and conference papers in the fields of multimedia, educational technology and computer mediated lifelong learning. She received Research Awards from the National Science Council of Taiwan in 1998, 1999 and 2000. She received Scholarship for research abroad, National Science Council, Taiwan, 2003-2004.

She successfully organized the joint ICCE/ICCAI2000 Conference--International Conference on Computers in Education/ International Conference on Computer-Assisted Instruction held in Taipei, Taiwan, from Nov. 21-24, 2000 with 360 paper presentations and the participation of over 500 scholars and educators from 30 countries. She served program co-chair of GCCCE2006—Global Chinese Conference on Computers in Education, Beijing, China and will be the program co-chair of ICCE2007 to be held in Hiroshima, Japan.

Moreover, over the past years she has been invited to give talks at many international conferences and local Universities and institutes/organizations, such as invited speaker at the GSCET2006—Global Submit Conference on Educational Technology, Shan-hai, China, invited speaker at the E-Learn 2006, Hawaii, USA, keynote speaker of the 2005 conference of Digitized Portfolio and Teacher’s Professional Development, Taiwan; Co-keynote speaker of IACON 2004 at Ames, Iowa; keynote speaker of GCCCE2003--Global Chinese Conference on Computers in Education held at Nanking, China; invited speakers of the Learning Technology Conference and Expo 2001, Taipei; invited speakers ofICCE2001, Seoul, Korea; and invited speakers of SITE2001--Society for Information and Technology and Teacher Education, Orlando, Florida, U.S.A. and keynote speaker at the School Net2000, Pusan, Korea.

She has been active in both local and international professional associations. For instance, she is currently on the Editorial Board committee of the following journals: Journal of Technology, Pedagogy and Education (JTPE), UK; the Asia-Pacific Cybereducation Journal (APCJ);Research and Practice in Technology Enhanced Learning Journal (RPTEL). She is also Executive Peer-Reviewer of Educational Technology & Society (SSCI Journal). Moreover, she was elected Executive Committee (EC) member of the Asia-Pacific Society for Computers in Education (APSCE; formerly the Asia Pacific Chapter of the Association for the Advancement of Computers in Education, AACE-APC, in 1999) and has been successfully fulfilling the EC role ever since till present.

In addition, she is the External Examiner of The Chinese University of Hong Kong (CUHK) and Subject External Examiner of Information Technology for the University in Hong Kong. She has served as consultant to local and international organizations, including the Computer Center of the Ministry of Education (Master Plan of Information Technology in Education); Education Department of Taipei Municipal Government (Information Technology Advisory Committee); Hsin-chu Information Software and Web-based Learning Resource Center; and International Cooperation and Development Fund (ICDF), Taiwan & World Links, Washington, D. C., USA, on reviewing an international e-learning joint project 2002.

She is enthusiastic and dedicative in promoting Web Education for the younger generation. She has been on the Review Board of Taiwan School Cyberfair, serving as the School Fair judge respectively in 2001, 2002 and 2003. Moreover, she was invited to be on the international Review Board by the Global School Net Foundation, San Diego, California, U.S.A. to serve the International Schools CyberFair 2003judgeand reviewed the finalist entries of the International Schools CyberFair 2003 competition.

Additionally, she was also on the Review Board of Taiwan National Webpage Contest on Charity, Technology and Humanity 2002 and 2003 organized by the Chinese Professional Management Association of Hsin-chu, Taiwan.
